-   The /etc/php.ini file seems to be missing in 9.1

I have some php files that need to be added to the php include path. COuld someody tell me the location of the PHP config file so I can do this?

-   The php.ini file is now provided by a seperate package. Installing
php-ini-4.3.0-1mdk should solve your problem.
