-   I had a user who tried to ssh into my box too many times with the wrong password. Now she is locked out. Does anyone know where to unlock this or where this is set up in the first place?

-   You should be able to unlock the account by resetting the password, as root
do:

# passwd username

It is most likely set that way due to a high security setting on your system.
