can't use rpm as root

-   When I run rpm as root, eg. rpm -q glibc, I get the following output:

rpmdb: Program version 4.0.14 doesn't match environment version 3.1.14
error: db4 error(22) from dbenv->open: Invalid argument
error: cannot open Packages index using db3 - Invalid argument (22)

If I run this command as a different user, it works fine.
This is a new, clean install of Mandrake 9.0

-   Try doing a rebuild of your RPM database, as root:

# rpm --rebuilddb

And then try the query again.
