-   Each time i restart or shutdown linux, it will always reset the date and time, but when it does, it always sets the date 2 days behind what it actually is, and 6 hours ahead of the normal time, how can this be stopped

I am dual booting with windows ME

-   Most likely, this is caused by the Hardware clock being set to Co-ordinated
Universal Time. At a command line, as root, issue:

# clock --localtime

Then right click on the clock on your taskbar and select 'Adjust Date and
Time'. Set it to the correct time and apply it. Then at the command line
again, as root:

# clock --systohc
