how to set a pci hardware modem

I've got the I/O range (b400 b407), the uart type but I must be to dumb to figure out how to use setserial. whenever I type setserial /dev/ttyS2 port 0xb400 autoconfigure auto_irq it complains that /dev/ttyS2 doesn't exist, which precisely why I want to create it. I'm on 8.1 with devfs and have 2 correctly recognised serial ports. Where do I go wrong. Thanks ever so much for any hint.
